These are great improvements to an area which would benefit from slowing vehicles down and making it more welcoming and safe to walk or bike. While I recognize the grant is a certain amount and duration, I'd ask if there are ways to perform "long modernization", making incremental improvements over shorter time spans, so there is consistently progress, rather than having to wait 5+ years for any efforts to be planned/started.
