There is no reason to place another apartment complex right on top of Peters Road. Leave a 100-foot buffer from Peters Road and/or reduce the building's height. A 5-foot LPZ on the south side? Let's take away a west-bound lane on Peters Road and make it pedestrian-friendly. Based on the traffic study, there's plenty of excess capacity.
