It's important to mention that VMWare as a company was purchased by Broadcom and has received a large amount of negative response to their treatment of existing clients, servicing, and pricing schemes (I also know people working at the company who have stated it is nothing like its past). I'm sure there is a challenge with "embedded" systems, but it would be prudent to assess how the new company is serving the needs of the city and don't just renew based on price alone.
