These signs should be approved, since the area was constructed before accommodations for the current setbacks. But it's also an example of how car-dependent places require additional signage beyond the actual businesses. We should be encouraging more places with "mullet-style design", with "business in the front and parking in the back", so you can see the businesses, walk/bike/use transit to them easily (not buried behind parking lots), and bring complexity along roadways to lower speeds.
